Weekend in Review (September 23 to September 26, 2016)

Cybertip.ca Marks Fifth Annual Awareness Day

Canada’s tip line for reporting online sexual exploitation of children launches national campaign to encourage Canadians to take action and report concerning online behaviour.

Winnipeg, MB – September 26, 2016 – Today marks the fifth annual awareness day for Cybertip.ca, Canada’s tip line for reporting the online sexual exploitation of children, operated by the Canadian Centre for Child Protection (Canadian Centre).

In support of Cybertip.ca Awareness Day 2016, the Canadian Centre has launched a national campaign to raise awareness about the online sexual exploitation of children and to demonstrate how tips from Canadians can help protect children from sexual abuse.

Cybertip.ca receives an average of more than 3,300 reports per month and encourages Canadians to protect children from offenders by taking action and reporting concerning online behaviour. If the information pertains to a potentially illegal incident, the report is sent to the appropriate law enforcement agency.

“While this is certainly a global problem, the sad reality is that these crimes are also happening in homes across Canada,” said Lianna McDonald, Executive Director of the Canadian Centre. “Anytime we see a report of a child who has been sexually abused, there should be immediate consideration that the abuse has been recorded and shared online.”

A recent study conducted by the Canadian Centre examined close to 152,000 reports, including 43,762 unique images and videos classified as child pornography. Nearly 80 per cent of the images assessed by Cybertip.ca depicted very young, pre-pubescent children, under 12 years of age. One of the most alarming and under recognized facts is that almost 70 per cent of these images appeared to have been taken within a home setting.

The Canadian Centre is encouraging parents and adult members of the community to visit Cybertip.ca to view the campaign and to engage in the conversation on social using the hashtag #ctipday2016.

Construction to Affect Traffic Tomorrow Morning

Tomorrow morning, September 27, 2016, starting at approximately 8:00 am, the intersections of Indian Road and Michigan Avenue along with Rosedale Avenue and Indian Road will be under construction. The intersections will be closing down for 5 to 10 minutes at a time to allow for work to be done and this will continue for intervals throughout the morning.

We are asking people to avoid the area to prevent traffic from backing up and attempt to find other routes.

Motor Vehicle Collisions

On September 27, 2016, Sarnia Police, Fire and Lambton Paramedics responded to a collision in the area of Exmouth Street and Melrose Avenue in the City of Sarnia. Upon arriving officers observed that a vehicle had driven through the wall of a building just east of Melrose Avenue.

According to information received the vehicle was travelling eastbound on Exmouth Street from Melrose Avenue and had struck a pedestrian in the crosswalk area. The pedestrian did not sustain any injuries but the driver lost control of the vehicle and then proceeded to drive through the front of a building in the 800 block of Exmouth Street. Luckily there was no one in the vicinity of the building which was struck.

The driver of the vehicle was taken to hospital by ambulance but did not appear to have any sort of serious injuries. The driver of the vehicle was charged with careless operation of a motor vehicle.

Later that day, at approximately 5:00 pm, Sarnia Police along with Sarnia Fire and Lambton Paramedics responded to a collision involving a motorcycle and a vehicle at the intersection of the Metro grocery store plaza and London Road. According to information received at the scene the motorcycle was facing eastbound and attempting to make a left hand turn when it was struck by a motor vehicle proceeding westbound.

The driver of the motorcycle was charged with turn not in safety. Fortunately, there were no serious injuries from the collision.

Arrest Made Regarding Local Cab Driver Robbery

On September 11, 2016, at approximately 8:45 am, a local cab driver, 72 years of age, was robbed by his fare after having driven him around.

The Sarnia Police Service was able to release a photo of the suspect from surveillance video and again, thanks to the public, was able to determine who the suspect was.

On September 29, 2016, at approximately 4:55 pm, a member of the Sarnia Police Service COPPS Unit was able to locate the suspect in the area of Christina Street and Wellington Road.

Justin Thompson, 22 years of age, is currently in custody and is facing charges for Breach of Probation, Robbery with Violence and Assault with a Weapon. He has been remanded into custody.

Improper Plate Leads to Trafficking of Drug Charge

Date: October 3, 2016

On September 30, 2016, at approximately 5:50 pm, a member of the Sarnia Police Service COPPS Unit conducted a traffic stop on London Road, in the City of Sarnia, regarding a motor vehicle that was being operated with an improper plate.

Due to the offence the driver was arrested and secondary to a search of his person the officer located what was suspected to be crystal methamphetamine. The approximate street value was estimated to be $1200.00

The accused, a 47 year old man from Sarnia, was charged with Possession of a Controlled Substance for the Purpose of Trafficking and Breach of Probation. He was subsequently held for a bail hearing.

MISSING 20 YEAR OLD MALE

The Sarnia Police Service is requesting the public’s assistance in locating a missing 20 year old male Justin ROASTING from the Sarnia area. Justin has been missing since Friday evening the 30 September 2016 and needs to be located to check on his wellbeing.

 

Description: Aboriginal Male, dark complexion, 6 feet tall, slender build, shaved head.

Clothing: Black Adidas Jacket, black pants.

Update Regarding ATM Thefts from May 21, 2016

Earlier this year the Sarnia Police Service Criminal Investigation Branch began investigations into break and enters which occurred in May. The first break and enter occurred on May 16, 2016 at a gas bar located on Plank Road in the City of Sarnia and the second break and enter occurred on May 21, 2016 at the previously named RBC Center in Sarnia. In both cases a lone male was caught on surveillance video wearing a balaclava and utilizing a pry bar and a grinder to break into the ATM’s. The individual had cut the phone lines prior to entering the establishments to circumvent the alarm systems. The suspect made off with large quantities of cash from the ATM’s.

With the assistance of other police services from the province of Ontario the Sarnia Police Service was able to determine who the suspect was. It is believed that the suspect was also involved with break and enters to ATM’s and safes in other cities such as London, Windsor, Kingston, etc. This individual is also believed to be involved with numerous other investigations across the province of Ontario.

Recently, Durham Regional Police East Division Criminal Investigations Bureau launched Project Echo to attempt to locate and arrest suspects for break and enters which occurred in Durham Region. On September 27, 2016 Durham Regional Police officers along with the assistance of the London Police Service arrested two suspects in London, Ontario, as part of their investigation. One of the suspects was also wanted for the 2 break and enters that occurred in Sarnia. The accused’s name is a Grant Charles Smith, 57 years old, of London.

The Sarnia Police Service has charged Smith with two counts of mischief under $5000.00, two counts of mischief over $5000.00 and two counts of break and enter to commit an indictable offence from the incidents in May of 2016. At this time the Sarnia Police Service holds a warrant for Smith’s arrest regarding the previously mentioned charges.

Drug Warrant Locates Production of Cannabis “Shatter”

Date: October 7, 2016

On October 6, 2016, at approximately 1:30 pm, members of the Sarnia Police Service Vice unit along with assistance from the COPPS Unit and the Criminal Investigation Division executed a search warrant at an address located in the 300 block of S. Christina Street in the City of Sarnia.

Three parties were arrested for charges relating to the Controlled Drugs and Substance Act. During the search officers located approximately 700 grams of marihuana, 35 grams of cannabis “Shatter” (a concentrated form of the active ingredients in marihuana), a small quantity of cannabis resin oil, and 10 and a half 100 microgram Fentanyl patches.

During the search officers also located equipment believed to be used in the production of the cannabis “Shatter” that was setup in the residence.

The approximate street value of the drugs located is believed to be over $15,000 along with over $900.00 in currency.

Two males, 21 and 23 years of age, along with a 19 year old female, are currently in police custody and are awaiting a bail hearing this morning.

All three face charges of Production of a Schedule II Substance (cannabis “Shatter”), 2 counts of Possession for the Purpose of Trafficking, as well, the 21 year old male also faces an additional charge for Possession of a Controlled Substance.

Missing 14 Year Old

Jetley William Robert Molitor-Shain (pictured below) was last seen on Saturday, October 8th, 2016 at 4pm heading eastbound on the Howard Watson Trail from the area of the Huron House Boys Home on Lakeshore Road in Bright’s Grove. He is described as 5′ 1″ tall, 100lbs, brown eyes, short brown hair, thin build, wearing a grey sweater, beige khaki pants, a black and white ball cap (worn backwards) and carrying a black knapsack.

Jetley is considered to be high risk of self-harm and there is an immediate concern for his medical well-being. Anyone with any information or the knowledge of his whereabouts is asked to contact the Sarnia Police Service at 519-344-8861 or by dialing 911.

Justin has been missing since Friday evening the 30 September 2016 and needs to be located to check on his wellbeing.

Prank Bomb Threat

On October 9, 2016, the Sarnia Police Service was made aware of a bomb threat that was directed towards Great Lakes Secondary School, formally known as Sarnia Collegiate Institute and Technical School. The threat was received via the internet and made mention of the involvement of ISIS.

Members of the Sarnia Police Service Cybercrimes Unit along with assistance of other law enforcement agencies were able to determine that the threat originated from the state of New Jersey. From there, American law enforcement personnel were able to locate the suspect and determined it was an 18 year old male who had no connections to ISIS and his intention was to prank the school. American law enforcement officials are still looking into the matter to determine if any charges will be laid.

We would like to remind the public that all threats of this nature are taken very seriously, investigated thoroughly, and will not be taken lightly. Thus, if grounds do exist, criminal charges will be laid against the offender.

Motor Vehicle Collision- Wellington St. at Lansdowne Ave.

At 12:51p.m., the Sarnia Police Service responded to a Motor Vehicle collision at the intersection of Wellington Street and Lansdowne Avenue. The collision is being investigated jointly by the Traffic Branch and the Uniform Officers of the Community Response Division.

The collision involved a motorcycle and another passenger motor vehicle. As a result of this incident the Sarnia Police secured the area of Wellington Street between Tupper Street and Lansdowne Avenue for several hours for investigation. The motorcyclist received minor injuries and was treated at Bluewater health.

This intersection and the scene were cleared at approximately 10 p.m. to resume normal traffic flow.

The Sarnia Police would like to thank the public for their patience and cooperation to enable the investigation to move forward.

Officers on Patrol Come Across Impaired Drivers

Date: October 12, 2016

On October 9, 2016, at approximately 12:10 am, a member of the Sarnia Police Service Community Patrol observed a pick-up truck travelling eastbound on Wellington Street in the area of Indian Road in the City of Sarnia. The officer observed the vehicle mount the curb and it was also noted to be travelling at a high rate of speed in a 50 km/hr zone. As the officer continued to follow the vehicle and prior to the vehicle coming to a stop the truck began to swerve back and forth in its lane.

Upon dealing with the 24 year old male driver, from LaSalle, the officer formed reasonable grounds to believe that he was operating the vehicle while impaired by alcohol.

Subsequent to this, the accused was transported to the station where a qualified breath technician administered an Intoxilyzer Test. It was determined that the accused had over two times the legal limit of alcohol in his system.

The accused was held until he was sober and released on a Promise to Appear facing the charges of impaired operation of a motor vehicle and having over 80 mg of alcohol / 100 ml of blood.

Earlier this morning, October 12, 2016, at approximately 1:40 am, another officer on patrol observed a vehicle travelling northbound on Finch Drive in the City of Sarnia. The vehicle was observed crossing over the centre line and this time travelling at a slow rate of speed. The officer conducted a traffic stop and during the officer’s interaction reasonable grounds were formed to arrest the 19 year old female driver, from Wallaceburg, with impaired operation of a motor vehicle.

Upon being arrested, the 19 year female became very irate and began kicking at the cruiser windows and yelling. Once transported to the station this behaviour continued and actually escalated. Attempts were made to allow the accused to calm down but her behaviour continued and she refused to listen to police direction. Due to her reluctance to follow requests or even listen, officers were unable to administer the Intoxilyzer Test.

The female was given the opportunity to sober up and was later released on a Promise to Appear for the charges of impaired operation of a motor vehicle and refusing to provide a sample of breath.

The Sarnia Police Service would like to remind the public that officers are on constant patrol and keeping an eye out for all sorts of driving behaviours. Any behaviour, such as impaired driving, is taken very seriously and will be dealt with zero tolerance. By driving drunk you do not only jeopardize your life but also those around you.
