Impaired Pursuit

Sarnia Police became involved in a pursuit on June 9, 2013 around 6:15 PM when a Ford Van was spotted on Walnut Avenue when it failed to stop for the stop sign at Wellington Street.  The van crossed over Wellington Street and mounted the south curb running into some bushes.  The 40 year old male driver from Sarnia reversed the vehicle and backed into a hydro pole and a fence.  Witnesses were nearby watching as the man rocked the vehicle back and forth in an effort to get off the boulevard. 

The man fled the scene in the van, eastbound on Wellington Street followed by another motorist.  The vehicle travelled to southbound Indian Road then westbound on Talfourd Street.  The witness following the van was relaying valuable information to police including the licence plate and a description of the driver.

The driver stopped momentarily on Talfourd Street, exited the van and looked at the damage to the front end.  The witness attempted to block his path; however, the man was able to drive over the curb and boulevard and went around the witness who had attempted to block him. He continued westbound on Talfourd Street and failed to stop for two more stop signs, one at East Street, the other at Russell Street.  Police were now following with emergency lights and sirens activated.

The pursuit went northbound and Russell Street where the driver failed to stop at a red light at Wellington Street.  On eastbound Wellington Street, he stuck the south curb and continued travelling into the path of an oncoming police cruiser.  He swerved around the cruiser, back into the southbound lanes and continued on East Street.  He attempted a right turn onto Ross Avenue but slid and struck the curb.  Police approached the van and the driver refused to exit.  The door was opened and the man was arrested for Dangerous Driving around 6:25 PM.  Alcohol was detected on his breath.  He became belligerent, resisting arrest.  He was eventually handcuffed but continued his struggle. 

 He was taken to police headquarters for a breathalyzer.  He blew over twice the legal limit.  Two marked police vehicles with all emergency equipment activated were involved in this pursuit.  The independent witnesses provided valuable information to police.  Many pedestrians were observed along the route.   The man faces charges of Dangerous Driving, Drive with Over 80 MG, Impaired Driving and Flight from Police.

Sarnia Police are releasing a photo of the tan or beige coloured pick-up truck that was involved in a hit and run collision on June 7, 2013 around 11:30 AM at the intersection of Maria and Russell Streets.   Two other vehicles remained at the scene and were eventually towed due to their damage.  The vehicle is believed to be an early 2000 model Chevrolet truck with an extended cab.  It is light brown or tan in colour and will have damage to the front left bumper area.  The truck fled for unknown reasons and ironically, was not at fault for the collision.

Donald Kevin CHAMBERS,  DOB: 18Aug82, age 30, male, white, 5’ 10”, 180 lbs., medium build, brown hair (may be in Mohawk style), blue eyes, broken and missing teeth,  right handed, scar on left hand, numerous tattoos on left arm and hand, right arm and shoulder and chest.  Connections in Chatham and Wallaceburg area.  Wanted for:  Fail to Remain, Take Motor Vehicle Without Consent, Fail to Attend Court, Fail to Comply with Recognizance  

 

Tara Lee FRASER, DOB:  01May90, age 23, female, white, 5’ 6”, 140 lbs. medium build, long straight brown hair, brown eyes, pocked marked face, right handed.  Numerous piercings in both ears and on tongue, scar left wrist, tattoos lower back and right hand.  Wanted for:  Fail to Comply Undertaking, Fail to Attend Court, Theft Under $5,000, Breach of Probation, Possession of Property Obtained by Crime, Breach of Recognizance

 

Carey Randal JOSEPH Jr., DOB: 18May90, age 23.  Aboriginal male, 5’ 9”, 150 lbs., thin build, short black hair, brown eyes, right handed, scar on right foot.  Wanted for:  Identity Theft, Possession of Credit Cards, Possession of Stolen Property, Breach of Probation.  (Surety has been revoked)

 

Brandon William Scott MCNEVAN, DOB:  30Nov90, age 22, male, white, 5’ 8”, 140 lbs., medium build, brown eyes, short brown hair, pierced eyebrow.  Wanted for:  Fail to Comply with Undertaking and several Highway Traffic Act offences regarding a Hit and Run collision.  

 

 

 

 

Slew of Charges for Five Adults

Five Sarnia adults were arrested on Tuesday, June 11, 2013 after Sarnia Police Vice Branch officers executed another search warrant at a residence in the 100 block of Ontario Street around 3:30 PM.  The investigation initially began around 1:15 PM in the area of Ontario and Wellington Streets.  Three people, two woman and one man, were stopped by police while they were walking northbound.  Investigation at that time revealed one of the females had numerous prescription pills in baggies in her purse.  The male party was carry a knife concealed in his sweater.  He, along with the second woman, was on release conditions not to associate with each other.  They were all arrested.  

The investigation continued when entry was made into the residence on Ontario Street around 3:30 PM on the strength of a Criminal Code Search Warrant.  Police were looking for a firearm.  It was located and seized.  Two people were found inside the home; one male and one female.  This man had a knife on him.  Both of these parties were also arrested.

Faces charges are: 27 year old Lee Joseph Dion of Sarnia

                              34 year old Leslie James MacGregor of Sarnia

                              33 year old Cara Maxine Maness of Sarnia                        

                              24 year old Ashley Marie Milam of Sarnia

                              34 year old Naomi Ravena Oliver of Sarnia

 All five parties jointly face charges of Possession of a Firearm Without Holding a Licence to Possess and Possession of a Prohibited Weapon with Readily Accessible Ammunition.

Dion faces additional charges of Breach of Undertaking and Possession of Firearm While Prohibited

MacGregor faces additional charges of Breach of Probation, Possession of a Prohibited Weapon and Possession of a Firearm While Prohibited. 

Maness faces additional charges of Possession of a Firearm While Prohibited, Possession of Clonazepam for the Purposes of Trafficking and Possession of Oxycodone.

Milam faces an additional charge of Breach of Probation.

Oliver faces additional charges of Breach of Undertaking and Possession of a Firearm While Prohibited.

All parties were held for bail hearings. 

Seized were a total of 343 pills – 338 clonazepam, 4 diazepam and one 40mg oxy-neo.  The street value of all the pills is about $1,750. 

Also seized was three pieces of a shotgun including the barrel, the receiver and grip and one round of ammunition.  The gun had been altered making it a prohibited firearm.  A flick knife was seized from MacGregor and a knife with a 4” serrated blade was found concealed on Dion.

Michael William Andrew Belisle was arrested on June 12, 2013 just before 4 PM after being found as a passenger in a car stopped on Napier Street in Sarnia.  He was wanted on a warrant for Breaching his Recognizance of Bail.  He will go for a bail hearing this morning.

Sarnia Police Assist in Search Warrants

Sarnia Police Emergency Response Team (ERT) assisted Windsor Police Service in the execution of search warrants that were part of collaboration with Toronto Police Service in Project Traveller.  Several police agencies across Ontario participated in the multiple search warrants that were executed on Thursday, June 13, 2013.      

Sarnia Police ERT was in Windsor yesterday morning and during entry to one of the residences, a dog was shot and killed.  Officers attempted to deal with the threat, however, for officer safety reasons, the dog was shot.  Eleven search warrants were executed in Windsor alone and nine people were arrested.  

A media conference is expected today in Toronto about the project.  

Scams, Scams and More Scams

Sarnia Police continually take reports about ongoing scams, even though they attempt to educate the public about them, directing attention to various links to other websites.  Below are some examples of recent investigations. 

In mid May, police spoke to an 86 year old man who indicated he had received a phone call from a male who stated he was a lawyer from London and representing the 86 year old man’s grandson.  The caller advised the man’s grandson was involved in a collision and needed money for damages.  The money was to be sent to Montreal.  When the man went to a local outlet to send a money order, the employees told the man it appeared to be a scam and they would not complete the transaction for him.  He was not convinced. 

The man received a second phone call from the “lawyer”.  He was instructed to go to a different outlet and not to give the employees many details.  The “lawyer” now lowered the dollar amount.  The transaction was complete and $1,000 was sent to an address in Montreal.  The 86 year old finally called family member and learned his grandson was in Sarnia and had never left. 

At the end of May, the Criminal Investigations Branch became involved in a fraud that saw a 54 year old Sarnia woman duped out of over $250,000 by two men she met on an internet dating website.  The relationships commenced about 18 months ago when she began communicating with the first man who claimed to be in the United States military.  The second man claimed to be a resident of Spain and owned properties in England. 

Earlier this week,  a Sarnia Police detective spent a lengthy time on the telephone with a 63 year old woman who indicted she met a man on another popular social media web site.  The woman believed the man was working on humanitarian business and after several online conversations the man wanted the woman to send him $5,000 for legal problems.  When the woman went to her bank to withdraw the money, staff warned her about the potential scam.  She withdrew $2,000.   Went she attempted to wire the money at a local outlet, the staff at that located warned her as well and actually refused to participate.

The woman returned home and contacted the man via the internet.  He instructed her in a different way to send the money.  The money was sent to an address in Scotland.   The Sarnia Police detective met with the woman who provided copies and receipts of the transactions.  Again, the detective explained how these types of operations work and the likelihood that further contact may be forthcoming with a request for more funds. 

Sarnia Police would also like to advise the community on some fraud prevention tips for the upcoming summer season.  Protect your cards, cash and identification.  Let your bank know you are travelling and where you will be and when you will be home.  Do not advertise your vacation plan on social media.  Keep in touch with loved ones and friends while you are away.  When you return, check your credit card and bank statements to make sure that all charges and transactions were made by you.  For more information, you can check you http://www.cba.ca/en.

Update: Belisle Has New Charges

Sarnia Police have charged Michael William Andrew Belisle with Break and Enter, Robbery, Assault with a Weapon and Utter Threats to Cause Death.  The investigation started June 10, 2013 when 23 year old Sarnia man had just returned home from work at about 3 AM to his Gordon Street home.  His 21 year old girlfriend was asleep on the couch.  The man went to walk his dog when he was accosted by three masked men.  They charged at him through a side door. 

One of the attackers was armed with a knife and he stuck it at the victim’s stomach ordering him back into the house.  The knife was then placed up to the victim’s throat and he was forced downstairs.  He was instructed to get money from a closet.  The victim suffered a small laceration to the side of his neck.  Money was removed and the suspects fled the house.  The investigation continued over the next couple of days and it was learned that Belisle was one of the masked attackers.  On Wednesday, June 12, Belisle was arrested on Napier Street when he was found to be the passenger in a motor vehicle stopped by police.  There was an outstanding warrant for his arrest on Breach of Recognizance.  

Belisle is scheduled to have a bail hearing today on the new charges.  The investigation is continuing by members of the Criminal Investigations Branch.


Beware of Scam

Sarnia Police received a complaint yesterday from someone indicating that people were duped by a scam on a popular website that posted ads for jobs.  Someone representing themselves as an out-of-town realtor was looking for a driver for when the realtor came to town on business.  The realtor was promising that his “sponsor” would send a cheque in advance to cover expenses but the person cashing the cheque would need to send a portion of the funds in return.  There are other similar scams on various websites where the advertiser is offering to send a cheque but advising you must send part of it back to an address that is most often out of the city and even out of the country.

Please be very cautious when responding to any type of cheque cashing request on the internet.  Do some back ground investigation on your own by searching sites and verifying any information.  If it sounds too good to be true, it usually is.

Motor Vehicle Collision Investigation in Progress at Murphy and Rosedale

As of approximately 3:20 PM, Sarnia Police have been on scene at Murphy and Rosedale investigating a vehicle – bicycle collision. Ambulance and fire have also been involved. At this point, please be advised that police are blocking traffic on Murphy Rd. between Capri and a point north of Rosedale while the scene investigation is in progress. Motorists are urged to avoid this area by choosing an alternative route.

In reference to the previously-reported collision at Murphy and Rosedale, police have re-opened the roadway, and it is now clear for all vehicles.

 One party involved in the collision was transported to Bluewater Health by ambulance. Medical staff determined the injuries were minor, and the individual has since been released from the hospital.

Sarnia Police Service, in partnership with Community Safety Net, are advising Sarnia businesses that a representative from Community Safety Net will be in the Sarnia area over the next couple of months looking for sponsors to support a community oriented initiative that influences our collective quality of life. 

The initiative is a book entitled “Drug Safety: Smart Choices for Life”, is a family resource manual that educates and protects our youth.  This book will provide young people in our Service area with effective tools to resist drug use.  It also offers parents practical ideas on raising drug-free children. 

This book will be distributed to all students in the Value, Influences and Peers (VIP) Program in local schools.

Wrong Way Driver

On July 7, 2013 around 5:30 AM, an officer on patrol observed a vehicle going the wrong way on Brock Street, near Confederation Street.  The vehicle driver turned left onto eastbound Confederation.  The officer activated the emergency equipment on the cruise in order to stop the car.  The officer immediately recognized the driver from a noise complaint only one hour earlier.

The officer detected an odour of alcohol on the driver’s breath.  A roadside screening device was produced and the driver provided a sample of his breath where he registered a “fail”.  He was arrested.   Alcohol was located beside the driver and a small amount of crystal methamphetamine was found near the driver’s door.

The 23 year old driver, from Sarnia, was taken to police headquarters for a breathalyzer test.  His car was towed from the scene.  He was later released and will appear in court on August 13 to face charges of Drive with Over 80 MG and Possession of Methamphetamine.


Update: Wanted Female Arrested

Del Daley-Fisher, age 32 years, was arrested early this morning around 2:15 AM on South Indian Road.  She had been wanted on outstanding warrants.  On June 25, 2013, Sarnia Police had asked for the public’s assistance in locating her.  She was wanted for Breaching her Undertaking.  She remains in custody and will go to court this morning for a bail hearing.

Traffic Disruptions for July 11, 2013

On Thursday, July 11, 2013 from about 9:30 AM to 3 PM, traffic will be disrupted on Plank Road in the 1400 block, eastbound. There will be a large vessel escort and several police cars, both Sarnia and OPP will be in the area to assist. Roads will be closed by “blocks” as the vessel enters that block. Every intersection behind and in front of the vessel will be closed while the vessel is there.

 

Traffic will be re-directed at every involved intersection, however, given the nature of the route, this should not create too much of an inconvenience. Please keep this time and date in mind, and avoid the area if possible. We ask for everyone’s patience.

 

The escort will proceed in a southeast direction on Plank Road to Petrolia Line, then it will go west on Petrolia Line to the destination at 785 Petrolia Line.

Two traffic stops lead to three arrests

On July 9, 2013 members of the Sarnia Police Vice Unit and Uniformed members stopped a vehicle at Michigan and Front St. A male and female were arrested for possession for the purpose of trafficking. Seized at this time were $1500.00 in currency, four 25 microgram Fentanyl patches and thirty 50 microgram Fentanyl patches.

A second related traffic stop led to a male being arrested for suspend drive. A search of his person revealed 1.2 grams of cannabis marihuana and five 5mg oxycodone tablets on his person.

Later a search of their residence on Cardiff Dr. revealed the following items which were seized as evidence to the offence:

•62 Ecstasy tablets and 12×25 microgram Fentanyl

•56 grams of cocaine

•1810 ml of Methadone

•digital scales

•Surveillance monitor and cameras

•$1060.00

•A small amount of Cannabis Marihuana and Resin

The following charges have been laid against three parties; Possession for the purpose of trafficking (x4) for the substances of Fentanyl, Cocaine, Ecstasy and Methadone contrary to section 5(2) of the Controlled Drugs and Substances Act. One male is also charged with breaching his probation, contrary to section 733.1(1) of the Criminal Code.

The total amount of money that was seized from the traffic stop and the residence was $2531.00

The total amount of cocaine seized was 56 grams with a street value of $5600.00 at $100.00/gram

The total amount of Fentanyl seized has a street value of $7600.00

The total amount of Ecstasy tablets that were seized were $1240.00 x $20.00 per tablet

The total amount of methadone that was seized was 1810 millilitres with a street value of $905.00 at $0.50/millilitre

All three parties were held pending a bail hearing.

Four In Custody; 7 Criminal Charges Laid

Three males, age 50, 39 and 62 and one female, age 41, are in police custody this morning and will go for bail hearings this morning. An array of charges was laid after a traffic stop near London Road and Russell Street last night around 9 PM. The Vice Branch officers attempted to stop a motor vehicle where three of the individuals were. A vice branch officer was in the process of arresting the female occupant from the rear seat when the 62 year old driver accelerated, knocking down the officer and running over the lower portion of his leg.

Other officers attended and after some reckless driving in a parking lot, the vehicle stopped and all of the occupants arrested.

Cash was strewn about inside. A bag of crystal methamphetamine was found in the lot and had been thrown from the vehicle just prior.

As a result of this traffic stop, a search warrant was executed at a residence on Capel Street. That is where the 50 year old man was located along with more crystal methamphetamine and 40 units of liquid methamphetamine valued at about $40.00.

In total, over 35 grams of crystal methamphetamine was seized with a street value of $4,260. Almost $500 in cash was found in the car.

The charges laid include Possession of Cannabis Marihuana under 30 grams, Possession of Methamphetamine for the Purpose of Trafficking, Possession of Methamphetamine, Dangerous Driving, Assault Peace Officer and Breach of Recognizance.

Police Looking for Hit and Run Vehicle

Sarnia Police Traffic Branch is investigating a hit and run collision that occurred sometime overnight on July 9, 2013. The crash happened in the 100 block of Stuart Street when the suspect struck a parked motor vehicle. Evidence at the scene indicates the suspect vehicle is red and should have moderate damage from the front right corner to the front passenger side door, including a broken side view mirror.

This crash would have occurred sometime between 6 PM on July 9 to 8:30 AM on July 10.
