On November 18, 2016, at approximately 7:30 pm, a member of the Sarnia Police Service COPPS Unit was on patrol in the area of Talfourd Street and Indian Road, in the City of Sarnia, when the officer observed an adult male riding his bicycle on the sidewalk. The officer activated the lights and sirens on the patrol car in attempt to stop the cyclist and speak to him about the by-law infraction he was committing by riding the bicycle on the sidewalk.
The male cyclist did not stop for the officer but rather sped up in an attempt to get away from the officer. At one point the officer was able to pull up beside the cyclist and verbally told him to stop but again the cyclist biked away attempting to evade the police. The officer was able to locate the male on foot in the area of Devine Street and Borden Street. As the male ran away from the police he dumped the backpack he was carrying.
The officer was able to catch up with the suspect attempting to hide in a town house complex in the area. The male suspect was subsequently arrested by the officer for failing to identify himself under the Highway Traffic Act. As the officer continued the investigation and retrieved the backpack, the suspect had dumped, the officer located break and enter tools along with a syringe hold a quantity of a substance believed to be methamphetamine.
Also found in within the backpack was a folding knife that opens with the simple use of centrifugal force (“flick knife”).
It was also later determined that the suspect was wanted on a warrant for breaches of his recognizance and probation.
Shawn Moyer, 33 years of age from Sarnia, now also faces the following charges:
5 counts of breach of probation
3 counts of breach of recognizance
1 count of possession of break and enter instruments
1 count of possession of a prohibited device or ammunition (the knife)
1 count of possession of a controlled substance
Moyer remains in custody awaiting a bail hearing.
