361 9-1-1 Calls Since December 25, 2013

Broadcast time: 10:51 AM

Date: January 9, 2014

The Sarnia Police Service has received 361 9-1-1 calls since December 25, 2013 from the same cellular telephone. This phone is most likely a Rogers customer and has no SIM card. The Sarnia Police Service is unable to obtain any subscriber information on this phone but is able to identify a location which is within a one kilometer radius of Wellington and Stuart Streets. When the police communication centre answers the call, there is a garbled message which the communicators believe could be a small child or possibly someone with a disability.

The 9-1-1 call centre has received these calls every day commencing on December 25 up until yesterday. Sometimes there are several calls a day, in fact on one day there were 58 calls in total from this same cellular phone. The most common time is from 9 AM – 10 AM, 1 PM – 2 PM, 3:30 PM – 4:30 PM, 7 PM – 7:30 PM and from 8 PM – 9 PM. A possible scenario to this concern is that someone has received a new phone for Christmas and passed their old one off to their child without realizing that a 9-1-1 call can still be made on a cell phone with no SIM card or even no service.

A sound bite of a couple of the many calls is attached and can be listened to by clicking on the following link: http://youtu.be/RnqtN3a2jts.

Sarnia Police arrested a 38 year old Sarnia man this morning just before 4 AM on Vimy Crescent. He was pushing a snow blower down the road. The call came in about 20 minutes earlier as a suspicious person observed in the 300 block of Kathleen Avenue. There was fresh fallen snow on the ground which helped police immensely. After speaking to the complainant, the officer followed the foot prints of the suspicious person eastbound on Kathleen Avenue towards Indian Road. Alongside the footprints was a bike trail.

The trail continued from Indian Road to Oak Street, then north on Lansdowne Avenue. The trail lead the officer to Vimy Crescent and southbound onto Massey Crescent. The trail stopped and that is when the officer spotted a bike in the snowdrift. Another officer spotted a suspect pushing a snow blower on Vimy Crescent. He was also carrying a back pack and ice breaking tool. The officer spoke to the suspect. The trail of the snow blower led the officer to a home on Massey Crescent. The 48 year old home owner came and identified the snow blower as belonging to him and it had been parked in his driveway earlier.

Information was given to the officers that the suspect was currently on probation. The suspect was arrested. Inside the back pack, officers found several tools. He is facing charges of Theft Under $5,000, Trespass by Night, Possession of Break in Tools and Breach of Probation. He is being held for bail.

Broadcast time: 1:35 PM

Date: January 10, 2014

The caller of the numerous 9-1-1 calls made to Sarnia Police Service since December 25, 2013 has been identified. The caller is a 10 year old hearing impaired and developmentally delayed student that cannot speak and attends a local public school. An educational assistant at the school upon hearing the story informed a teacher at the school. The teacher was aware that the student enjoyed playing with gadgets and lived in the area that the calls were coming from. The teacher took the phone today and placed a call, which came into the Sarnia Police Service.

The parent of the student, believing the phone would have no service capabilities had removed the SIM card and gave it to the child knowing the child was interested in electronic gadgets. The child was not aware that 9-1-1 was being contacted each time. There will be no charges in regards to this matter.

The Sarnia Police is much appreciative of the attention this investigation has garnered and is also relieved that no one was under duress and requiring any emergency services. The Service is also hoping this has been a learning experience to all cell phone owners.

Weekend Arrests

Broadcast time: 8:20 AM Date: January 13, 2014

On January 11 just after 2 AM, a local, 57 year old cab driver attended at the front desk of the Sarnia Police Service with a 41 year old Sarnia man. It was learned that the man had hailed the taxi on Orchard Avenue and requested a transport to a College Street address. When the cab arrived at its destination, the man was not paying the fare.

The 41 year old man was intoxicated and irate. The man was unable to provide his exact address to the officer at the desk. It was difficult to get information from him and he was difficult to understand. He was arrested and taken to the cell block for his safety. He was later released when sober and issued a Provincial Offence Notice for Being Intoxicated in a Public Place.

On Sunday morning around 1:20 AM, officers were sent to an address in the 600 block of Lakeshore Road regarding suspicious persons. Information was given to officers that someone had observed two males on the back porch of a home in the area. The males did not live at the home and they were seen carrying back packs. The males had left the area, eastbound on Lakeshore Road. Officers began checking the area and found the two males just west of Indian Road. One of the males verbally identified himself. He told police he was going to a friend’s house but did not know the friend’s name or address. The other male identified himself and gave his address. Then the story changed.

The males were separated and questioned again as to their identity and where they were going. Police attempted to verify their information but things were still not adding up. One of the males provided a phone number for someone who could vouch for the information, however, the number was out of service. The males were asked about their earlier attendance at the Lakeshore Road address. There was no valid explanation. Police, along with the two males, re-attended the Lakeshore Road address. It was found to be insecure.

More questions were asked and it was soon learned the one males was not who he said he was. He was lying to the police in order to avoid arrest. The second male was eventually released as his true identity was finally confirmed. He was a 17 year old Point Edward youth. The man who was arrested was found to be a 21 year old Sarnia man. He now faces a Criminal Code charge of Public Mischief for falsely identifying himself. He was found to be on a Recognizance of Bail and two Probation Orders. He was held for bail.

Beware of Rental Scams

Broadcast time: 11:27 AM

Date: January 14, 2014

Sarnia Police are advising the community to be aware of potential scams on the internet in relation to vacation rental properties. Now is the time of year when people are looking for a place to rental in warmer weather locations and often go the internet to find these deals. Sarnia Police Criminal Investigations Branch is currently investigating a situation where three people have been scammed out of a sum of money for a rental property that does not exist.

Police received the initial complaint in early December. The first victim found a property on a popular web site in October. The victim corresponded with someone via an e mail address that was posted on the ad. A deposit to rent the property was requested and the victim sent about $1400 via Western Union. No actual telephone conversation ever took place; all correspondence was done via e mail. When a telephone number was obtained and a call placed, the number was no longer in service.

The actual address of the property existed; however, the unit number did not. The Western Union money orders were also being sent to a third party that the victim had never corresponded with. The investigation is still ongoing and two other victims have been defrauded in the same manner for the same property.

Sarnia Police are advising that if you intend to rent a property out of the country, be extra cautious. Do plenty of research before sending any money. Use a legitimate travel agency instead of the internet. Rent a property that you know actually exists because a friend has rented it before. Be very vigilant about suspicious or odd e mails and phone calls from the so called property owner.

These types of investigations are very time consuming and quite difficult because it involves different jurisdictions, different countries and their laws versus Canadian Laws. The line of communication between law enforcement agencies in other countries is often confusing and there may be a language barrier. Most often the outcome is not a positive one for the victim.

On September 26, 2013, Sarnia Police were called to a home in the 100 block of Queen Street regarding an assault on two seniors. The couple, ages 65 and 68, were assaulted around 9:30 PM that night after the 68 year old man from the home went out to confront three males that his 65 year old wife observed in their back yard trying to steal items. The males attempted to flee by jumping the fence but the 68 year old grabbed one of them. The suspect cut the senior with an unknown sharp object. The victim’s 65 year old wife tried to intervene to assist her husband but she too, was cut on her arm with the same object. The suspect ran down the driveway. Sarnia Police had to re-attend the same location just after 3 AM the next morning because the persistent thieves had returned. It was later learned the woman had suffered two broken ribs during the altercation when she tried to help her husband.

Sarnia officers that responded to the area could not locate the suspects but they did recover some evidence left behind by the suspects. One of the items was a black balaclava. That balaclava was sent away for analysis to the Centre of Forensic Sciences.
